Simply, drug paraphernalia is a category including anything made for use with illegal drugs. This includes a wide range of products from bongs and syringes to stash canisters, grow boxes, and scales. The definition is vague and easily stretched to objects such as razors or sandwich bags.

The legality of drug paraphernalia is equally unspecific. Production is illegal in the U.S. while individual possession is covered on a state by state basis. Despite this a huge variety of drug paraphernalia is produced either under the pretense that it will only have legal use or without any kind of law evasion at all. The law is transparently inconsistent in its regulation with items openly sold and easily accessible being haphazardly used in court as evidence.

Besides being the federal governments lame attempt at being funny, Operation Pipe Dreams was the investigation of several hundred business owners which resulted in 55 people charged with illegal drug paraphernalia trafficking. Among them was actor Tommy Chong who was sentenced to 9 months in federal prison on top of a fine for selling bongs and pipes. The federal government later admitted to specifically targeting Tommy Chong for making films that glorified drug use and had negative portrayals of law enforcement.
